Luxembourg finally has a text. Bill 8815 was deposited in the Chamber on 30 July and would extend the 2019 e-invoicing law to domestic B2B. The dates in the deposited version are 1 January 2028 for entry into force, then issuing from 1 July 2028 for the larger companies and 1 January 2029 for everyone else. Worth stressing that parliament has not voted it, so none of that is law yet.
