What is an Accredited Service Provider (ASP)?

Under the UAE eInvoicing programme, businesses do not exchange invoices directly with each other or with the government. An Accredited Service Provider is a company approved by the Ministry of Finance to validate electronic invoices, exchange them over the network on behalf of its clients, and report the tax data to the Federal Tax Authority.

What does "pre-approved" mean?

The Ministry of Finance publishes a list of service providers that have met the eligibility requirements of Ministerial Decision No. 64 of 2025. These providers are pre-approved; final accreditation will be granted in accordance with Article 16 of the same decision. The list is updated periodically as new providers qualify.

When does e-invoicing become mandatory in the UAE?

The pilot phase started on 1 July 2026. Large taxpayers (annual revenue of AED 50 million or more) must appoint an Accredited Service Provider by 30 October 2026 and issue e-invoices from 1 January 2027. Other businesses follow: ASP appointment by 31 March 2027 and mandatory implementation from 1 July 2027, with government entities joining from 1 October 2027.

What is the DCTCE model?

DCTCE stands for Decentralised Continuous Transaction Control and Exchange. Instead of a single government platform, invoices flow between the accredited service providers of the supplier and the buyer over the Peppol network, and the providers report the tax data to the Federal Tax Authority in near real time.

What is Peppol PINT AE?

Accepted Answer

PINT AE is the UAE specialisation of the Peppol PINT invoice model: the standard data format every e-invoice must follow so that any accredited service provider can process it. If your software cannot produce PINT AE itself, your provider converts your invoice data into it.

Who is in scope?

Accepted Answer

The mandate covers business-to-business and business-to-government invoicing in phases set by annual revenue, starting with businesses at AED 50 million or more. Government entities follow in a later phase. Consumer (B2C) invoicing is not part of the initial rollout.

My software vendor is itself pre-approved. Do I still need a separate ASP?

Accepted Answer

No. If the company behind your accounting or ERP software is itself on the Ministry of Finance pre-approved list, it can act as your Accredited Service Provider directly. Otherwise you connect through a pre-approved provider that publishes an integration with your software, which is exactly what this table shows.

How do I read the table?

Accepted Answer

Pick your software and each row shows a service provider with a documented connection to it. The badge carries the provider’s Ministry of Finance status (pre-approved ASP, or compatible solution via a partner). Unlike some countries, there is no separate issuing and receiving column: an accredited provider must handle both directions, so it is not a differentiator.

Is every pre-approved provider listed here?

Accepted Answer

Yes. All 42 providers on the Ministry of Finance register are listed, and the register is checked periodically for additions. Software connections appear only once we have verified a provider’s published integrations against its own documentation, so some providers show no connections yet. Every connection shown carries a source.

How do you verify providers on the Peppol network?

Accepted Answer

For providers we can match to their registered legal name, we check the production Peppol network directly: whether the provider is registered and reachable with a production certificate, which UAE document types it can receive (invoices, self-billing, tax data, status messages), and since when. These checks are point-in-time snapshots; the date of the check is shown on each provider card. A provider without the mark could not be independently verified at that date, which does not mean it is not operational.

FTA: the Federal Tax Authority, which receives the reported tax data. PINT AE: the UAE Peppol invoice format. DCTCE: the decentralised exchange-and-reporting model the programme is built on.
