Greenland mandates e-invoicing for the public sector only. Since 1 March 2025, legal and natural persons supplying goods or services to public authorities must issue invoices in a structured electronic format that can be processed automatically, and invoices that cannot be processed digitally are rejected. Public authorities register as recipients in the joint NemHandelsRegister operated by the Danish Business Authority. There is no general B2B or B2C mandate. Greenland sits outside the EU and outside the EU VAT territory, so EU e-invoicing directives do not apply and the mandate rests on its own executive order.

The Government of Greenland issued Self-Government Executive Order No. 44 of 11 November 2024 on Digital Invoicing , requiring suppliers to public authorities to invoice in a structured electronic format and requiring public bodies to register as recipients in the joint NemHandelsRegister operated by the Danish Business Authority.

Legal and natural persons supplying goods or services to Greenlandic public authorities must issue invoices in a structured electronic format suitable for automatic processing, and invoices that cannot be processed digitally are rejected. Orders placed by public authorities carry the CVR number, GLN number, reference person, order or requisition number and account details. An annual turnover threshold below which suppliers are exempt is to be set by the municipalities and the Self-Government's Finance Department.
