Togo's 2026 Finance Law is more of a legal scaffolding exercise than an implementation announcement. The certified electronic invoice framework is now defined, but no platform, no timeline, no technical specification. Likely a 2027 or 2028 actual rollout based on regional pattern. Worth keeping it on the radar for francophone West Africa watchers though.

Are they likely to follow the same pattern as Senegal or Cote d'Ivoire, or build something independent? UEMOA has been talking about a regional approach for years.

My guess is they will look at Senegal's model closely, the Senegalese DGID has been the most active in regional knowledge sharing. But UEMOA harmonisation has been on the agenda since 2019 and not much has materialised, so do not bet on a regional framework arriving first.
