Welcome news that SARS has finally moved from voluntary to a planned framework with the Tax Administration Laws Amendment Act. The decentralised CTC route is interesting, it suggests they want to follow the AU Continental Free Trade Area approach with Peppol style interoperability rather than building a centralised platform. The big gap is timing, the Act gives the legal hook but no published rollout schedule yet. Curious whether anyone has spoken to SARS contacts on a likely first wave date?

Anyone know if this will eventually align with SADC region, or is it being scoped purely as a domestic system for now?

From what we have heard so far it is domestic to start with, but the SARS technical sub committee has been observing both Kenya and the East African Community discussions on cross border interoperability. The fact they have explicitly chosen a decentralised CTC model (rather than the Brazilian style clearance approach you see in Latin America) does leave the door open for a Peppol bridge later on. Nothing official yet though.
