Both new Acts came into force on 1 July and both say taxpayers must issue electronic invoices. What most of the coverage misses is that the regulations push the billing system itself out by nine months, to 1 April 2027. So the duty is on the books and the system it depends on does not exist yet. The February budget speech had said April 2026 and nothing happened then either.

Has BURS put out anything on formats, or a list of approved systems? I have been through their tax laws pages and found nothing at all.

Nothing on either yet, and no implementation notice for the April 2027 date. The Minister can make regulations on how the system is used, but none has been published. Penalties are already in force though, P10,000 for every month a taxpayer is required to use the system and does not. The country page here was updated recently with everything available at the moment, and we are monitoring for anything further from BURS.

Botswana enacts a mandatory electronic invoicing duty

The Tax Administration Act, 2026 and the Value Added Tax Act, 2026 came into operation on 1 July 2026. Section 15 of the Tax Administration Act requires a taxpayer who supplies goods, renders services or receives payment for them to issue an electronic invoice using an electronic billing system approved by the Revenue Service, and section 59 (8) of the Value Added Tax Act places the same duty on registered persons issuing tax invoices. Penalties run to P10,000 a month for failing to use the system and P100,000 or two years for tampering with it. Regulation 34 of the Tax Administration Regulations, 2026 holds the system itself back to nine months from commencement, 1 April 2027.
