NAV's digital receipt reporting from September 2026 is a sensible bridging step before the wider online cash register phase out by July 2028. For retail and hospitality businesses still on traditional registers it is going to require either a hardware upgrade or a software route to digital reporting, either way there is cost. The fact that the existing online cash register network is being phased out gives some reassurance, NAV is committing to the digital reporting model rather than trying to maintain both indefinitely.

Are NAV planning to certify the new digital reporting solutions, or is it a self attestation model? That changes the practical picture quite a bit for SaaS vendors entering the market.

It is a certification model, NAV has confirmed that informally though the formal procedure document is not out yet. The certification will be lighter weight than the current online cash register approval, focused on data integrity and reporting compliance rather than hardware specifications. Should make it easier for cloud based SaaS providers to enter, which is part of the policy intent.
