Tax Administration backs domestic B2B e-invoicing and VAT reporting
In a statement to the Ministry of Finance dated 26 November 2025, the Finnish Tax Administration supported introducing e-invoicing and VAT reporting for domestic B2B sales and purchases, alongside the cross-border reporting required by ViDA, and supported a reporting obligation for buyers. The ministry's study on real-time VAT reporting runs until 19 March 2027.

Mandatory e-invoicing for all VAT invoices confirmed from 2029
The government confirmed in its consultation response, published 26 November 2025, that all VAT invoices must be issued as e-invoices from 2029, covering B2B and B2G transactions. The response confirmed a decentralised model, ruled out introducing real-time reporting alongside the mandate, and committed to a roadmap to implementation at Budget 2026.

Under Aviso 25-25 of 18 November 2025, non-electronic type B sequences assigned to national large taxpayers (Grandes Contribuyentes Nacionales) expired from 31 December 2025, so these taxpayers must issue electronic fiscal receipts (e-CF) exclusively.

Sri Lanka Budget 2026 sets out a phased national e-invoicing plan
The Budget Speech 2026 announced a national e-invoicing system built on an API-based framework linking taxpayers' ERP systems with the Inland Revenue Department's RAMIS. After a pilot, the system was to cover export-oriented enterprises first, then all VAT-registered taxpayers, and in a third phase point-of-sale machines.

Act on the Exchange of Electronic Invoices (ZIERDED) published in the Official Gazette
The National Assembly adopted the Act on the Exchange of Electronic Invoices and Other Electronic Documents (ZIERDED) on 23 October 2025, and it was published in Uradni list RS no. 85/2025 on 6 November 2025 . Mandatory B2B e-invoicing between business entities applies from 1 January 2028, with certain provisions applying from 1 April 2027 and the register of e-route providers established from 1 October 2027.

SII sets new rules for invoices and dispatch guides covering goods in transit
SII Exempt Resolution No. 154 of 2025 requires invoices and dispatch guides that cover the transport of goods to show the actual origin and destination, the driver, carrier and vehicle, and the type of transfer. It also creates a Dispatch Guide Register. The rules were set to apply from 1 May 2026.
