Fawtara Portal Opens Taxpayer Linking and Confirms B2C Scope
The Oman Tax Authority updated its Fawtara FAQ on 30 June 2026 and published the Service Provider and Taxpayer Association Management User Manual, so taxpayers can now connect to accredited service providers through the Fawtara Portal and the centralised SMP. The update confirms that B2C is implemented at the same time as B2B and B2G, with B2C tax data due within 24 hours against real time for B2B, that XML is the mandatory structured format and a PDF invoice is not an e-invoice, and that accreditation requires passing the eDelivery and PINT OM test suites. Archiving stays with the taxpayer under the VAT Law. E-invoicing regulations have still not been issued.

Parliament approves mandatory e-invoicing and digital bookkeeping
The Norwegian Parliament (Stortinget) officially approved legislation introducing mandatory B2B e-invoicing and digital bookkeeping in June 2026 (Lovvedtak 52 (2025-2026), based on Prop. 44 L (2025-2026)), with Royal Assent the next step. The mandate covers all entities with bookkeeping obligations, including foreign companies registered locally, and rolls out in two phases. From 1 January 2027, businesses must issue e-invoices to buyers registered in the national Electronic Recipient Register (ELMA, integrated into the Peppol directory); issuance is triggered once the buyer registers. From 1 January 2030, businesses must also be able to receive e-invoices and keep accounts in a qualifying digital bookkeeping system. The primary legislation is technology-neutral; the Directorate of Taxes (Skattedirektoratet) has indicated the EHF format and will confirm technical rules and exemptions in secondary regulations by 15 December 2026. Micro-businesses below NOK 50,000 turnover, bankruptcy estates and financial undertakings such as banks, insurance companies and pension funds are expected to be exempt. The mandate does not cover consumer or cash sales.

Slovakia Drafts VAT Act Amendment Easing 2027 E-Invoicing Rollout
The Ministry of Finance submitted a draft amendment to the VAT Act 222/2004 Coll. for interdepartmental review on 27 May 2026 (LP/2026/282 , Ministry of Finance press release ), open for comments until 16 June 2026. The draft eases the planned 1 January 2027 rollout in three ways: it defers the obligation on domestic buyers to report data from received invoices from 1 January 2027 to 1 July 2030, introduces a transitional grace period from 1 January to 31 March 2027 during which no penalties would be imposed, and conditions the right to deduct input VAT on possession of a valid e-invoice from 1 July 2030. In-scope sellers would still issue e-invoices via the Peppol network and report invoice data to the Financial Directorate from January 2027, and in-scope buyers would still be required to receive e-invoices. The 1 January 2027 mandate under Law 385/2025 Z.z. implementing ViDA Directive (EU) 2025/516 is unchanged. Proposed, in consultation, not yet enacted.

AEAT publishes first technical architecture for the SPFE
AEAT published two documents from its 19 May 2026 developer seminar giving the first complete functional and technical picture of Spain's public B2B e-invoicing platform (SPFE). The SPFE will work exclusively with UBL syntax aligned to EN 16931:2026 (UBL 2.5). Senders must embed two-layer validation (XSD schemas plus Schematron business rules) before submission; no production validation service will be offered. Connectivity is via synchronous web services with electronic certificate authentication, and retrieving invoices or statuses requires a power of attorney (apoderamiento) registered with AEAT. Invoices issued outside the SPFE require a faithful copy (copia fiel) deposited simultaneously with issuance, flagged via the CopyIndicator field. The reference calendar confirms the Ministerial Order entering into force on 1 October 2026, e-invoicing from 1 October 2027 for companies with turnover above EUR 8 million and from 1 October 2028 for all others, with payment-status reporting for the smallest businesses by 1 October 2029. The AEAT integration test environment opens once the Order is published in the BOE.
