Consultation opens on decree transposing the ViDA measures for 2027

The Finance Department of the Ministry of Economy and Finance opened a public consultation on the draft legislative decree transposing Article 2 of Directive (EU) 2025/516, whose OSS, IOSS and single VAT registration measures apply from 1 January 2027.

SDI technical specifications v1.9.1 published

The Agenzia delle Entrate published version 1.9.1 of the e-invoice technical specifications on 31 March 2026, usable from 15 May 2026. It adds SDI check 00327, updates channel accreditation and adds a code for exempt income of sports workers. B2G specifications v1.8.4 take effect the same day.

Consolidated VAT code published, applying from 2027

Legislative Decree 10/2026, the consolidated VAT code, was published on 30 January 2026 and applies from 1 January 2027. Its Article 77 carries over the SDI e-invoicing obligation of Legislative Decree 127/2015.

Penalty Update

Consolidated tax penalties code postponed to 2027

Decree-Law 200/2025 moved the start of the consolidated code of tax penalties (Legislative Decree 173/2024) from 1 January 2026 to 1 January 2027. Until then the e-invoicing penalties of Legislative Decree 471/1997 stay in force.
